After a boat carrying Captain America was sunk, he was frozen in ice and replaced by an impostor, who became president. After being freed from the ice, he formed the Avengers, consisting of Namor, Frank Castle/Iron Man, Logan/The Hulk, Sam Wilson/Giant-Man, and Thor.
