Raava was a member of the Skrull Resistance, who was ordered by Gravik to impersonate James Rhodes and get closer to President Ritson. As Raava was engineering the political tensions between the United States and Russia, she came into conflict with Nick Fury and stripped him off of his authority. When the Resistance's assassination attempt on Ritson failed, Raava was ordered to convince Ritson to authorize a strike on New Skrullos, which would start a full-scale nuclear war. Although Raava succeeded, she was confronted by Fury and Sonya Falsworth, who tried to expose her, and was killed by Fury.
