Max Shaw was the brother of Albert Shaw, the Grabber and main antagonist of the "Black Phone" films. He was an addled addict who became interested in the Grabber's crimes, not knowing that the victims were being kept in his own basement. When he discovered Finn Blake, his brother would murder him.
