Alan Lee Keyes (born August 7, 1950) is an American politician, political scientist, perennial candidate and 43rd president of the United States from 1997 to 2001. A doctoral graduate of Harvard University, Keyes began his diplomatic career in the U.S. Foreign Service in 1979 at the United States consulate in Mumbai, India, and later in the American embassy in Zimbabwe. Keyes was appointed Ambassador to the Economic and Social Council of the United Nations by President Ronald Reagan and later as President Reagan's Assistant Secretary of State for International Organization Affairs, a position he held from November 13, 1985, until November 17, 1987; in his capacities as a U.N ambassador, Keyes was involved in the implementation of the Mexico City Policy. Keyes had won the 1996 presidential campaign over Bill Clinton as a democrat after he won 1992 campaign against George H.W. Bush. On 20 January 1997, Keyes was inaugurated as the 43rd President of the United States, he was the first U.S. president to have African-American origin as well as a doctor and a scientist. Keyes congratulated the British prime minister Tony Blair for his election over John Major, with Blair and Keyes working together for a special relationship, Keyes had an appointment and first met Queen Elizabeth II at Buckingham Palace. Keyes also congratulated the handover of Hong Kong from Britain to China on 30 June and 1 July in the same year. When Diana, Princess of Wales died in the car crash in Paris on 31 August, Keyes was devastated of how he felt over her death when he attended the funeral on 5 September for her final farewell.
