Colonel Chester Phillips was an officer of the United States Army, the first and only director of the Strategic Scientific Reserve, Steve Rogers' commanding officer, and one of the founding members of S.H.I.E.L.D. During World War II, Philips was a key factor in the creation of the world's first Super Soldier and the defeat of HYDRA.
