When washed-up pro surfer and ex-Marine Billy Dalton is framed for drug possession in Bali, he's forced to work for shadowy maritime security operative John McCoy to hunt a gang of modern pirates known as "The Bush Administration." Infiltrating the local surf scene, Billy falls for the beautiful Teela and her charismatic, dangerous brother Dali—only to discover they are the very pirates he's hunting, direct disciples of the legendary Bodhi. Torn between his mission and his growing bond with the crew, Billy must choose sides as Dali's Robin Hood-style heists escalate into deadly confrontations with McCoy's mercenaries, culminating in a violent jungle showdown that forces Billy to decide where his true loyalties lie.
