Description of Oswald Cobblepot/The Penguin:

Oswald Chesterfield Cobblepot (born November 17th, 1937) is the main antagonist of Batman: Guardian of the Night (1990). He is the corrupt mayor of Gotham City and secretly one of Gotham's most powerful crime lords with The Joker as his second-in-command. He is also responsible for the deaths of Thomas and Martha Wayne by having The Joker have one of his men (Joe Chill) kill them in an alleyway as a way to win the 1970 Gotham Council Elections and also out of revenge for the Cobblepot family going bankrupt many years earlier.
