The Human Torch was fighting the supervillain Molecule Man in a battle that eventually causes a massive explosion causing the deaths of hundreds of people. In response to this disaster, the government would introduce the Superhuman Registration Act, forcing all heroes to resister their identities with the government and act under the governments control. The heroes would quickly split over how to respond to the Act, with some choosing to support it, and others becoming part of a resistance movement against the Act.
