THE CITY ALWAYS WINS 2065, Carved City. During the meeting of the five gangs of Carved City, the leader of the Yellow Raptors is killed and 515, a member of the Yellow Raptors is the one accused of being the killer. Now he has to fight a army of gangsters and cops to get to the Carved City hall building where he can prove his innocence.
