After the events of Nightwing and Batgirl, Dick Grayson has relocated himself to Jump City. While there, he begins investigating the strange Cadmus Labs. His investigation leads him into a dark government conspiracy. When old enemies from the past begin reappearing again, Dick knows that he cannot do it alone and brings together a group of outcast superheroes to assist him. Alone they are nothing, but together they are the Titans.
