The Monk" was a time traveller of the Doctor's own kind, who by most accounts was a renegade Time Lord. (TV: Paradox of the Daleks) They travelled in a TARDIS of their own throughout Earth's history, "meddling" with it in a manner the Doctor denounced as reckless and counterproductive.
