In the neon-soaked megacity of Neo-Kowa in the year 2123, Hikari, a highly trained cybernetic assassin known as “Kitsune,” works as one of Shinra Corporation’s most lethal agents. Enhanced with experimental implants that give her extraordinary reflexes, speed, and perception, Hikari has spent her life carrying out Shinra’s orders without question. But after being assigned to eliminate a former Shinra scientist, she discovers the horrifying truth behind her creation: she was never simply an elite soldier—she was the most successful subject of the secret KITSUNE program, designed to create the perfect human weapon. Refusing to remain Shinra’s property, Hikari turns against the corporation and becomes the target of its entire Black Ops division, including her former partner Ryo and the experimental combat android known as Nine. With the help of underground hacker Yuna, scientist Dr. Kenji Arata, and a group of rebels fighting Shinra’s control over Neo-Kowa, Hikari must infiltrate the corporation’s heavily guarded headquarters and expose the truth to the entire city. As Neo-Kowa descends into chaos, Hikari is forced to decide whether she will continue being the weapon Shinra created—or finally become the person she was never allowed to be.
