In an effort to devise methods for containing the Hulk should he ever succumb to a state of 'madness', the American government, acting under the directives of General Thaddeus Ross, embarks on a series of experiments involving soldiers, wherein they combine gamma rays with the super-soldier serum in hopes of achieving a viable solution.
