After acquiring his superspeed, Barry Allen (Flash) develops the need and want to help others, using his abilities for good. He soon meets a pair of thieves gifted with high tech weapons courtesy of Lex Luthor. Can Flash stop them from their tyranny in Central City? Barry meets Vic Stone.
