After the death of Selina Kyle, Batman finally snaps and turns to killing every criminal in Gotham, starting with The Joker, and proclaiming himself "Ruler of Gotham City". Dick Grayson (Nightwing) and Oswald Cobblepot (The Penguin) join forces and call the strongest of Batman's surviving foes to a meeting and hatch a plan to kill Batman, once and for all, but there's one villain who has other plans.
