Norman Osborn takes a leap of control after the war against Annihilus leaves the US government and S.H.I.E.L.D close to shambles. Leading to Norman Osborne taking over, making the Dark Avengers, and battling the heroes that are left. I imagine him at some point gaining legal control over what some heroes who worked with S.H.I.E.L.D do, basically forcing heroes to fight their friends knowing that they have no choice.
