Description of Mysterious Human-Croc (Killer Croc):

Another myth in Gotham. This time a monster lives under the defunct and flooded Fischer's Gotham UnderLine Station. Some of them think it was bogus, but some of them who think of it and bravely find out is nothing but a name left. The monster is half-human and half-crocodile suggested that it was a part of an insane modification experiment of a Mad Doctor called Hugo.
