Harper Row grew up in The Narrows with her little brother Cullen and her best friend Jason Todd who was like another brother to her and they were working together as part of Maroni’s men She is always standing up for Cullen She secretly has had a crush on Jason since they met When he is taken in by Bruce he won’t go without her and is taken in at the same time but Bruce won’t let her join him as well She is a technical genius and great electrician When Jason dies she is broken after the loss then Cullen is attacked on the street and put in the hospital That caused her to finally defy Bruce and become Bluebird using guns like Jason but prefers to use non-lethal taser guns
