After the fall of the Empire, the Avengers have to choose sides. Whether to bow down to the Empire or to fight for what they believe to be the right thing. The Illuminati infiltrates the Avengers through 'reformed' member Iron Man. The Avengers are split apart by Iron Man and the Illuminati, and Captain America leads the now so called 'Rogue Avengers' while the Maker uses Iron Man as his puppet as he leads the opposing side, the 'Dark Avengers'.
