he is an elderly superhero with powers similar to Static's; he now lives in a retirement home, but in the 1960s he protected Dakota from criminals. He gained his powers in an accident at Hoover Dam, which disappeared after a battle in 1963, he gives Virgil advice for him to be a hero.
