Virgil Hawkings is a straight A high school student who finds himself in conflict with local gang member Francis Stone aka Stoney Falcone. After gaining protection from his cousin Larry Wade, Virgil and Francis meet up to settle their differences until the Dakota Police Department does a gang sweep using a experimental chemical that results into a big bang that caused everyone exposed to it to have super powers. Virgil receives electromagnetic powers and takes on the moniker, Static. Not only does Virgil has super powers but his rival Francis now known as Hotstreak has powers as well. Static and Hotstreak must battle it out for the sake Dakota.
