Every good animated show made to sell toys needs a suitably evil villain, and the COmmanod Elite show delivers, the Silver Eye is the leader of the terrorist group VIPER (a parody of COBRA from the G.I. Joe franchise), and is known for making monsters to battle the Commando Elite. But this causes problems when the Commandos in real life assume the Gorgonites are the Silver Eye's creations, leading to the inevitable battle.
