Shredder, having enough suffering through so many defeats by the Teenage Mutant Ninja Turtles, has made a tough but final decision: A full-scale invasion of New York City to destroy the Turtles and their allies….and this time, ONCE AND FOR ALL!!! But in order to make that invasion happen, Shredder gathers a large number of villains - mutants, humans, and aliens alike - who all hate the Turtles as much as the Foot Clan does! However, while nearly all of the villains agree to Shredder’s plan, others (such as Karai and Dr. Chaplin)…well, not so much. Will the villains get what they want in the end?
