Described by Barry Allen as a "genius crushed by greed", Roscoe Dillon took his love of tops into his criminal career after his second stint in prison. Calling himself the Top, his array of top-themed weapons allowed Roscoe to even beat Barry Allen. Eventually, he would awaken telekinetic powers allowing him to move at incredible speeds by spinning, and further evolving into more intricate ways of manipulating the mind. Though he was killed a second time by Captain Cold in the "Rogue War", Top's mind is too strong to die... and he is biding a chance to find a new body... and revenge against all.
