Brad participated with the Raccoon Police Department in efforts to suppress the rioters, but casualties escalated. Soon he discovered he was being stalked by one of Umbrella's latest B.O.W. the Nemesis. Jill Valentine found Brad being attacked by a zombie at Black Jack's Bar, he warned Jill about the Nemesis hunting down S.T.A.R.S. members and the two went their separate ways.
