President Burton is a serving antagonist and the President of the entire world. He is arrogantly overconfident in his authoritative position as a leader and pretends to be charismatic to manipulate the public. Burton has the greed for innumerable resources for technological advancements, but he does not care for Baltock's animosity towards him as he is concentrated solely on his presidential reign, which is soon coming to an end.
