Buckaroo, Oregon is special city. It produced 16 of the most infamous serial killers inspiring a number of conspiracy theories. NSA investigator, Nicolas Finch, shows up to find his friend from the FBI who had gone missing there, but after meeting the local sheriff, Shannon Crane, and the town's most recent serial killer, Edward Charles Warren, nicknamed "The Nailbiter," he decides to continue his friend's investigation into what makes the residents into serial killers.
