The Kiheitai, a group of jouishishi extremists who wanted to overthrow the Bakufu and destroy the rotten world. Description of Mukuro/Imai Nobuo (Kiheitai member/Minor Antagonist):

Member of Kiheitai's assassin unit. Unknown to Takasugi, he secretly works for Kyoto Mimawarigumi as it's vice captain and member of it's assasination unit, going under the name of Imai Nobuo. Mukuro and his sister were formerly candidates of the Naraku, trained by Oboro. He met Sasaki Tadasaburo prior to the series and Sasaki secretly took him under his wing after knowing that Mukuro was trying to save Sasaki's family from being killed by the Naraku, but was too late and Sasaki's wife and unborn child died. Sasaki then secretly took Mukuro in for duties, which leads to Mukuro planning to betray the Kiheitai
