Forced from his home in Palmont City, a driver arrives in Rockport and enters the street racing scene his main rival is Razor who sabotages his car in one of his early races in order to win. He befriends Mia who seems to have her own motive for getting back at Razor. All the while his is pursued by Sergeant Cross of the RPD.
