Takes place a few months after "Doctor Doom" and "The Thunderbolts". On secret orders from Doctor Doom, Baron Zemo recruits several very dangerous and powerful villains, breaking some of them out of the Raft to achieve his ends. With such a team, the ruler of Latveria intends to achieve his mysterious ends. However, Captain America and some other superheroes will join forces to challenge the "Masters of Evil" in order to protect the world, but the real threat may lie elsewhere...
