When Charles Brown, a former henchman of the Joker is thrown into the midst of chaos in a war involving Batman, The Joker and The Riddler, because Batman involved him in it, Charles' son, Charles Jr, is killed by the very kite he gave him, poisoned by The Riddler, Charles must don the kite, become The Kite Man, ally with the Joker and come out on top over Batman and Riddler, ending the war.
