Gray Ivory, America's safest small town in US, with the lowest crime and accident rate, Until one night on Halloween 1979, a masked killer invades the town and goes on a slashing spree and eventually arrested by the local Sheriff Kevin Kelso and Killer is revealed to be a former corrupted deputy Anthony Banks . 20 Years Later, a new police department is built in the centre of the town, Anthony who resides in Albert Prison is transfered to the new Police Station prison complex.
