Fan Casting The Overseer in John Carpenter's Fallout

The Overseer is the benevolent-seeming dictator of Vault 13 who is revealed to be the architect of Armageddon. A zealot businessman who bought a "timeshare in the future" for the upper-middle class, he personally launched the first nuclear missile 50 years ago to fulfill his own prophecy of world annihilation. He maintains the vault as a controlled experiment, suppressing dissent and pre-arranging genetics. When the Hero returns with the water chip, the Overseer locks him out, declaring, "Discontent is contagious." He kills the Hero's Intended to preserve order before being destroyed by the Master, who recognizes him as the monster who started it all. He is the film's hidden true villain—a god playing shepherd with stolen sheep.
