The story follows Penelope, the queen of Ithaca, as she runs the kingdom with the help of her maids and advisors. Other characters include her son Telemachus, who joins the militia to fight raiders, and Clytemnestra, Penelope's cousin who murders her husband and flees to Ithaca.
