With a war over where Earth was the center of the battle, the greatest geniuses, bastards and great leaders of the planet's heroes gathered to form a secret group, where decisions would be made. After many years the group disbanded after tragic decisions that resulted in the Planet Hulk and Hulk Against the World sagas . Currently, the group has met again and rebuilt itself with most of its original members and some additions, still maintaining the same objective of making decisions for all races born on Earth.
