The war between Green Arrow and Bricks continues, while Oliver wages war against corruption and the powerful of Star City. His latest actions displease everyone, leading a mysterious figure to hire the world's deadliest assassin, Deathstroke, but not to go after Green Arrow, but Oliver Queen. After an assassination attempt that leaves him nearly dead, Oliver is saved by Dinah Lance, the Black Canary. Taking advantage of Green Arrow's absence, Bricks advances to dominate the city, his influence now extending beyond the poorer parts of Star City to reach the city's bigwigs as well. During his recovery, Oliver, with the help of Dinah and Roy, who try to keep the city safe in his absence, truly learns about the poorer side of Star City, the hardships its citizens face daily, and realizes that whether as Green Arrow or Oliver Queen, he is not doing enough.
