Uncle Carter is Kim's bitter uncle, mayor of the city of Sourville, and the main person in charge of protecting the agreement so that Halloween is not celebrated. What he did not count on was that his niece would sneak into his office to break the agreement. Now he is the main person responsible for protecting the city from the Seltzer family, a family of demons determined to take the souls of the city.
