With Godzilla and Kong the reigning kings of Earth and Hollow Earth, governments around the world have been pressuring Monarch to find them a Titan of their own. Enter Project Frankenstein, a joint operation to "Home grow" a Titan loyal to the governments funding the operation. The creature created is the gentle and child-like Sanda, But when an accident creates a second creature (codenamed Gaira), a savage brute loyal to no-one, certain questions are raised that may lead to the end of both creatures.
