Before the monsters rose from the Hollow Earth, Atlantis was once the kingdom on the Earth's surface to create monsters. One destroyed their kingdom sinking into the underworld, the other was created with the sole purpose to protect humanity from danger. While Godzilla is the King of the Monsters bringing balance, Mothra is the goddess of light, and Kong is friend to humans, this titan is all those things, the true guardian of the universe, Gamera.
