Phantom, a mysterious steel-faced monster, terrorizes Paris. However, there are still doubts about its true existence, as no one has yet seen it with their own eyes. The first guest of the mysterious Fantomas Palace is involuntarily the journalist Fandor, who wrote a sensational article about the monster. Fantomas punishes this audacity individually: he takes on Fandor's form and commits a fantastic robbery. Later, he puts on the mask of Commissioner Juve, who has been trying unsuccessfully to catch Fantomas for a long time.
