Immature techique causes some of them have different kinds of mystery abilities. Most of them were join to rebuild the city from the start. However, some extreme ones are going to revenge for their families, that makes a big threat for the world. The superhuman society chooses some rational people to stop them ... They called theirselves 'Fantastic Four', just want to do some good things.
