The son of Barry Allen and Iris West, and younger twin brother of Jessie Allen. Like her sister, he too inherited the power of his father. When Wally decided to become solo and gave the "Kid Flash" to Bart and he accepted it. He was the one to who give Wally the "Impulse" name.
