As Fisher gets closer to his answers in Syria, he begins to suspect that he has been made. When he barely escapes an attack at the hotel where he is staying, Fisher muses out loud to Anna, “I think I’m being tracked by the Syrian me.” This is a very skilled, very dangerous Syrian Splinter Cell that is in every facet the Syrian counterpoint to Sam Fisher. Fisher knows he’s stumbled upon something huge. Exposed and effectively on the run, Fisher has to ride against the grain to keep himself alive while he searches for the destination of the missing SAMs. Despite the fact that his life is at risk with every moment he spends in Juarez, Mexico, Fisher runs head first into the jaws of the cartels. He’s convinced that the missiles are close. But instead of finding the missiles, he finds the Syrian Splinter. Syrian has delivered the missiles and they are still working with the Mexicans. Why? The hard-earned answer Fisher receives is this: the Mexican drug cartels are simply the best at getting things across the United States-Mexico border. The Syrians have exchanged the missiles with the Mexican cartels in exchange for the cartels smuggling the Syrian Splinter across the border. They’re sending her as well as five hundred of the SAMs into the United States as part of a disruption campaign against United States law enforcement and intelligence. Fisher reports this to 3rd Echelon, insisting that they authorize his operational status inside the United States border. The White House kicks back the request, preferring to employ the ATF, FBI, DEA and Homeland security to intercept the Syrian so that they can make hay with the arrest, given that it’s an election year for the President. Fisher is furious.
