Alongside his sister XS, Bart was targeted by the United Planets to regulate his underage superpowers joining the resistance movement that would become the Legion of Superheroes. In an effort to repair the broken time stream, Bart found himself lost in the speed force emerging in the modern era and unable to return to his future.
