Once a colonist on the ARK, he is now the Commander of GUN (Guardian Units of Nations). Supposedly, he has a "heart of stone", but can actually be passionate. During his childhood on the ARK, he was friends with Maria Robotnik and even witnessed the horrific creation of Shadow the Hedgehog. After GUN killed everyone on the ARK, Tower blamed Maria for her death and ironically joined up with them later. He was determined to stop Shadow during the Black Arms incident, but after learning that Shadow didn't remember the incident aboard the ARK, he makes amends with him later.
