Octavian was born in Vancouver, British Columbia in September 2003. His father is Canadian and his mother is American. He holds dual Canadian and American citizenship. Octavian began his love for film at an early age. His first passion was movie soundtracks. He was inspired by John Williams and enjoyed playing anything from Star Wars to Harry Potter. He discovered film when his father won a FLIP Camera at a work event. He wrote and directed his first movie at age 8 called "Kids vs Alians". While traveling in India with his family in 2011, he began experimenting with stop motion film. His acting career began in September of 2014 when he was cast as the lead in the "Rollin" music video for the Vancouver Island band, Current Swell. Shortly afterwards, he won the role of Arnie in the short film Strawman (2016) for which he won Best Supporting Actor at the UBC Persistence of Vision Film Festival. Highlights of his young career have been his speaking role on Once Upon a Time, the role of Young Hunter Zolomon on CW's The Flash which he won a 2016 Joey Award for his performance and his more recent parts on the Netflix Original 'Hater's Back Off' and Supergirl. Octavian was cast as Francis in the short film The Cameraman and achieved critical acclaim with awards from the Vancouver Short Film Festival, The Sapporo Short Festival and a nomination for best actor at the 2016 Leo Awards among others. Octavian has enjoyed working in voice over on the web series Plum Landing as well as Reboot: The Guardian Code. Octavian is an active film maker. He participated in a 96 Hour Film Festival in 2016 with his first short film, The Test. Since then he has worked collectively on several other short films as well as on his own projects. His film MIA was his first UBCP/Actra production which won an award of distinction at the Canadian Short Film Festival and was selected to screen at the film festival 'Arthouse Asia'.

The story follows a team of pirate mercenaries known as the Lagoon Company, that smuggles goods in and around the seas of Southeast Asia in the early to mid 1990s.[4] Their base of operations is located in the fictional harbor city of Roanapur in east Thailand near the border of Cambodia (somewhere in the Amphoe Mueang Trat district, likely on the mainland north/northeast of the Ko Chang island or on the island itself).[5] The city is home to the Japanese Yakuza, the Chinese Triad, the Russian mafia, the Colombian cartel, the Italian mafia, a wide assortment of pickpockets, thugs, mercenaries, thieves, prostitutes, assassins, and gunmen. The city also has a large Vietnamese refugee population following the Vietnamese refugees exodus after the Communist takeover of Vietnam in 1975. Lagoon Company transports goods for various clients in the American made 80-foot (24 m) Elco-type PT boat Black Lagoon. It has a particularly friendly relationship with the Russian crime syndicate Hotel Moscow. The team takes on a variety of missions—which may involve violent firefights, hand-to-hand combat, and nautical battles—in various Southeast Asian locations, even going as far as Phu Quoc island of Vietnam. When they are not working, the members of the Lagoon Company spend much of their down time at The Yellow Flag, a bar in Roanapur which is often destroyed in firefights.
