Story Plot

Several years before, Birds of Prey’s action caused the Second Civil War of the United States. The rebels grouped 15 states to against the government, they set Metropolis as their capital and planned to take over Washington, D.C.. They have to wipe out the whole army in Gotham City. Helena tried to stop her adopted son James Cooper from blowing up the buildings, but failed. She refused to give up, rebuild a new team to protect the city.
