The leader of COPS and cheif of Empire city as well as the only COP to appear in the episode "It's Crime Whipping Time", Baldwin P. Vess is a agent from the FBI who was called in to help take down Big Boss. During the fight, he was injured in a car wreck and was taken to the hospital. When he and the COPS met the Biker Mice he felt like there were heroic vigilantes so he gave there word and put his trust in the Biker Mice to make them the COPS's Closest Allies to defeat Big Boss and Limburger.
