Two years after the death of Jason Todd, Bruce Wayne continues his fight against Gotham's crime in an increasingly violent manner, terrorizing not only criminals but the people of Gotham as well. Meanwhile, Clark Kent tries to help the world by facing rising public opinion against him. But the two heroes' worlds collide when Lex Luthor hatches a plan to manipulate and pit them against each other.
