After Mr. Freeze went to Arkham Asylum willingly, Bruce Wayne learns of a horrific secret that nobody knew about for the longest time. Dexter Dent, Gotham's last District Attorney whom everyone believed to have been killed in the nuclear explosion in the city followed by a flood that granted Bruce a ticket to living in peace, was still alive. Description of The Joker (Dexter Dent):

Years ago, after Darkseid took over the world and Gotham was one of the few cities unaffected by his rule, Dexter Dent was appointed District Attorney after Roman Sionis had previously committed suicide. But being the son of Two-Face was a recipe for disaster, as Dexter's legs had been almost blown off by Bane's atomic bomb, before he was caught in the crossfire of the flood that followed. Despite this, however, Dexter survived and walked away with injuries that should have been fatal, now being the third candidate to be Batman's worst enemy imaginable... That being, the clown prince of crime.
